I always wanted to try make a completely silent PC, by using passive cooling on a mini ITX system with an intel Atom, a fanless PSU, and an SSD drive. Atom CPU heatsinks are tiny as of, with a puny fan that barely spins, it would be a piece of piss with passive, the PSU i'm not 100% sure about. I have a thermal take PSU that slots into the 5.25" drive, and has two 40mm fans on the back, i'd guess if the case around it was opened up it would get enough air without the fans, as they barely move anything either. I thought a GPU might make it too hot, so I left it out.
In terms of silence, the standard issue intel cooler is pretty much dead silent. And the 5000 series don't make too much noise either. A creepily quiet PSU like my BeQuiet and some slower 120mm fans, coupled with the fact that an SSD is utterly nosieless would be pretty damn quiet. Especially if the case is noise padded or something like that.

The noisiest components in my current pc by far is the shitty case fans and the HDD. Without those it would be pretty much silent.
