Well unless you're running a $300 Wal-mart shitbox, most people can run it just fine.
My 3.5GHz Phenom II X4, HD5770, 6GB DDR3 machine can't run any PS2 emulator properly.
Hell, I can't run any PS1 emulators properly.

The PS1 emulator called "pSX" runs on ANY PC, you just need to add the BIOS and ISOs.
PCSX2 runs fine on my Phenom X2 with a 7600GT and 2GB DDR2 800. Perhaps you are using bad plugins, or they aren't configured properly?
I can run PS1 games on my netbook, even
I can run N64, PS1, PS2 and Wii emulators on my computer fine and I have an E8200 and used to have a 9600GT. Just got to have them setup correctly and it should be all good.
The worst thing about emulators is that I can't configure it right and you have to play them with a controller, which I do not have...

Well you can play them on keyboard, but it's not really comfortable.

Something is horribly, horribly wrong. My ancient 1.6GHz with 512MB of RAM and no dedicated graphics can run any PS1 game smoothly.
If you can't run a PS1 emulator, like everyone else has been saying, I would be concerned. My AMD Athlon XP2500+ with a 6600GT blazes through PS1 emulation. I haven't tried PS2 emulation in a while - has it gotten faster? (for reference, I have a Core 2 Duo E6300 and a 6870)
Well I can run graphically complex games like the Shin Megami Tensei series, Shadow of the Colossus, and Metal Gear Solid 3 at full speed and at like 4x my native resolution for maximum smoothness and all I have is an E5200 and a 512MB 4850.
The only problem with it is that there's some games that just don't work properly and don't seem like they ever will.
