Where I live most IT jobs pay pretty well so $27k doesn't seem that much to me if he works in any IT related field.
Please please just contact a professional builder like ibuypower, cyberpowerpc, originpc, digitalstorm. They will sort out a build that will actually work and handle whatever cooling you think you need.

To be fair we have had some legitimate seriously expensive builds on FP and stuff but this takes the biscuit, I think the most I've ever seen someone spend is about 5,000 pounds on a build from this forum. There's also never been someone that ever warranted a custom watercooling loop.
This is literally just a kid going on pc part picker and picking the most expensive parts that he thinks fits together though, happens all the time.

The issue with the loops is they are more expensive than alternatives when it comes to getting performance. Like, you need to already be at the highest top-end enthusiast CPU and at the limits of multi GPU before simply upgrading the CPU or GPU doesn't provide better value.
