I'd get a better CPU, at least an x3 440, but the phenom x4 925 that Undomian recommended would be even better. In my opinion, the Athlon IIs are good for the really low budget builds, the Phenoms give quite a bit more performance and i think you could squeeze one in that 600$ budget.
2 cores just aren't enough anymore if you're going for a relatively highend card like the gtx460.

I don't think you need to worry as much as you are. My PC was built for about $420USD and can run most top of the line games at moderate settings. I haven't tried Crysis, but Bad Company 2 and Oblivion (which shares its engine with Fallout 3) run like a charm. I use an Athlon II dual core with 2 gigs of ram and a Radeon HD 4670.
With your budget, you can do much better, too.

The gtx460 comes in 2 flavors, 768MB & 192 bit bus, and 1GB 256 bit bus. The 768MB gtx460 is $200, and the 5830 bests it in most games, and at worse is on par or 1fps slower. The 768MB 460 is also severely choked in some titles at the god-tier resolutions, like 2560x1600. Even at 1920x1200 a few games choke it and the fps drops substantially. Also the motherboard supports crossfire only, so that'd be the only route to go if you wanted to crossfire in the future.
Now, if the OP was to go with a 1GB gtx 460, it'd be much more justified. It unfortunately is also $30 more. I honestly would go with the 5830, it'll beat even the 1gb 460 in many games.

Doesn't have heatsinks. It's only $8 more for the ones I linked, where you could actually safely overclock them if you wanted. again only $8 :colbert:
GTX 460 should run cooler from what I've heard, and be more quiet. It' should be a very easily overclocked card, and scale very well in SLI. It doesn't need as much power as the 5830, the 5830 is 10.25" long, the GTX 460 8.5".
The GTX 460 is a good card and is mostly beated on higher resolutions.

The GTX 460 768Mb/1Gb is [b]in my opinion[/b] a better buy if you got a relativily small case and would like to OC and SLI later on.
