Will my piece of shit motherboard be able to mount a CPU fan properly?

Those parts would be easy to upgrade. BTX cases support graphics cards and the screwholes for ATX power supplies is the same. Fans are universal.
The CPU and cooler however have a different layout. You may have to bend the mounting system to get it to fit right.

Let me rephrase. I have had personal experience with Dell's use of the BTX form factor and have tried mounting a [b]stock intel HSF[/b] onto it without success. I then did some googling to make sure it's not just me, and the only person who did it said they had to bend the mounting brackets on his aftermarked cooler so that they would fit.
OP, I would personally recommend getting a new computer case and motherboard, but I won't say it's impossible to mount a custom cooler.

Taht's a pretty crappy motherboard, but yeah, you could upgrade it for slightly more than $100.
