Yes, they are getting a lot smaller. The 650Ti I used in my external GPU is literally only the length of a PCIe 16x slot, and the 670 PCB is not much longer:

It's the cooler that is the bulk on most 670s.

pretty much this, same goes for some of AMDs cards too, they'll extend the PCB to support aftermarket heatsinks.
