Tried my damnedest to make everything look nice on XP, I think I did a decent job, even though I really only installed a theme and used a couple of things from some Rainmeter skins.

You take that back. XP is so old now, and I don't know this 'bullshit' you speak of, I installed windows 7 on my netbook with 1GB of RAM and it ran better than Windows XP in terms of light gaming and office work.

I downgraded to a less resource-heavy OS that doesn't have a bunch of features I don't really need when I only use it to play some games when I'm away.

XP is still more preferable to use on machines with lower specs for gaming. Windows 7 is decent for people with a decent video card and processor. With him having a Laptop I'm fairly sure he'll have an integrated, or very low end video card. Which will run games like trash with Aero running.
The OS that comes default to the system isn't always best. My dad has a low end dual core laptop which has only 1GB ram (not a mistake) and vista, because of the terribly low amount of ram, Vista is always stuttering and games are unplayable.
Just give him time to get together a decent PC, or a better laptop which will handle better, then let him move over to windows 7.

having something new just for the sake of having something new is stupid. If this guy wants to stay with XP because it's more compatible and easier to run for him, then let him.
Not to mention, XP has probably the largest driver compatibility of any Windows version to date.

I've "convinced myself" that getting less than 10 FPS in garry's mod is unacceptable and that, if XP can get me up to 75+ fps, I can deal with it's shortcomings.

It's actually a fairly cool skin, just hard to pull off with most setups.

It's [url=http://www.dell.com/us/business/p/latitude-e5510/pd]some shitty Dell laptop[/url] that I managed to pick up for like $250 after a shitload of deals, I didn't expect to get anything out of it but it can run most (older) games fairly well.

WELL THERE'S YER PROBLEM. The problem with Dell's preinstalls of Windows (last I checked) is they load a metric fuckton of programs onto them, most of them set to start automatically. With the specs to what you linked to, it'd be like taking a mid range sports car and trying to tow an entire two-story house with it.
You should have a sticker on the bottom of your laptop with a Windows 7 key. Grab a Windows 7 ISO off the 'net (preferably one that matches your key, but any will do in a pinch), burn it, install Windows 7 using the key on the bottom of your sticker. Enjoy a clean Windows 7. One that, while maybe not getting you the 75+ FPS you're getting on XP, will DEFINITELY get you approx. 50 or 60, at least.
