To change icons on the taskbar you simply make a desktop icon of the same thing, change the desktop icon, and then pin it back to the taskbar and viola!
Example
You have Google chrome in your taskbar, you make a desktop icon of it, change its icon, and pin it to the taskbar.
Or shift+right-click, properties on the icon when the program isn't open...

Chrome does a good job of loading images in this regard!

It's in a slideshow with a bunch of other screenshots and I swear I just noticed it. But I usually have something covering it anyway.

Actually chrome loads images in an evenly distributed way so that you see what's happening faster instead of loading in a linear fashion.

Uhh.... That depends how the image is encoded.
Both PNGs and JPGs can do interlaced compression.
