It's a all part of a rainmeter plugin, it can be removed I am just too lazy. Knowing how much free HDD space you have is useful for someone who is constantly downloading torrents or doing video editing to see how close I am too the limit.

It's the one that comes with the current version of Rainmeter. I think it's called Arcs. I added the big numerical time and the calendar.
It's a cool clock though- the little bars change with CPU usage, song progress, network usage. It's nice.
