iPhone, because if you need something for productivity a notebook can't be beat and is about the same price.
I've owned both devices since launch, and having used them for quite some time (a little over two months for the iPad, and a little over a month for the iPhone 4), it very much depends.
If you have an iPhone 3G/2G already, then go for the iPhone 4, because it's a HUGE difference.
iPad is very, very cool (and it comes with me everywhere I travel, purely because the battery life is so damn awesome, it's replaced my Macbook Pro for travelling), but it's a niche device. It's not something you're going to use every day.
If you're a heavy iPhone user still on a 2G/3G, go for iPhone 4, if you're on a 3GS, go for the iPad. And if you're neither? I'd say go for the iPad, actually.
