I've owned both devices since launch, and having used them for quite some time (a little over two months for the iPad, and a little over a month for the iPhone 4), it very much depends. If you have an iPhone 3G/2G already, then go for the iPhone 4, because it's a HUGE difference. iPad is very, very cool (and it comes with me everywhere I travel, purely because the battery life is so damn awesome, it's replaced my Macbook Pro for travelling), but it's a niche device. It's not something you're going to use every day. If you're a heavy iPhone user still on a 2G/3G, go for iPhone 4, if you're on a 3GS, go for the iPad. And if you're neither? I'd say go for the iPad, actually.
