Does anyone know the actual reason behind this?
Hardware? USB controller? Driver? Operating System?
Manufacturers put cheap controllers into they're keyboards, and then solder multiple keys to the same channel. The controllers ignore the keys anytime you press multiple keys on the same channel, because if they didn't, and entirely different key than the two you pressed would come out. It's called "ghosting."
Long story short, well-built keyboards can "complete" the test, and the cheaply made one's can't.

Shitty key buffers piss me off.
On the one hand "Honestly, who ever needs to hold down all those keys at the same time!?"
On the other hand, when it's a key combination that you actually need - your just plain fucked. Especially if you're using a laptop then there's literally no fix for it - aside from rebinding the keys or emulating them somehow.
For example I was playing Lego Racers when I found out that Up+Left+Space is impossible on my keyboard (needed for powersliding around corners). Due to technical issues I couldn't rebind the keys and as a result I couldn't beat the game until I thought of using xpadder to bind the keys to my xbox360 controller and using that.
