You can run linux on graphing calculators, on old PCs, and really anything that has a processor. You can then install whatever graphical window manager you so desire including lightweight things like dwm or xfce.

Install the latest beta drivers

It's probably fake because the amount of space you would need to fit just the mouse cursor program is large, but I wouldn't doubt you could fit it on (although it would be stripped down immensely because 1.5MB is not a lot of space to use). My kernel is only 4MB and it runs on a modern laptop.
I think that bare Linux without GUI can run on anything

I'm bang in the price range for either 24" IPS or 24" 120hz and can't decide whether I want better colour or more hertz, don't want to risk a catleap plus catleaps are glossy and I can't deal with that. If it helps, I play games for enjoyment not to be competitive, and I do my fair share of image/RAW processing.

You're gonna have to wait for quite a while (as in several years) to expect a board equipped with a A8 for under $25. By then you'd be wishing for a board that comes with A12 (or whatever lol)
Get one with an A13 and start living on the edge.
