Like everyone else suggests, it's probably the gpu
So i guess that the consensus is that my GPU / driver is malfunctioning and that i would have to get a new one to fix it.
Also, i doubt that it is the settings that im playing on as with everything on lowest, and running in windowed i still got 10 fps, not a single frame higher.
EDIT: Would the 9800 give a much better experience than the 9400? I would have assumed that they would be sort of similar being not that far apart in the number line.

nope because i can get back to normal fps if i go into noclip or spectator and then go outside of the map and look away from it
I coud play counter strike source on 800x600 at mid settings (fullscreen obv) on a fucking ati 9500 pro (64mb vram, it was overclocked though). hell I even had an nvidia somewhere in the 4xxx series that could play counter strike source at low.
ati 9500 pro could also play team fortress 2 at low, I believe a bit higher than 800x600. It was like 30 fps. I do not believe a 9400gt is weaker than a ati 9500 pro. Also a 9500 pro is a 2002 card and 9400gt is a 2008 card.
I am very sure this has nothing to do with how terrible your gpu is. Your gpu is indeed pretty bad, but not bad enough to make source games run 10fps. Lowerthe resolution, 1920x1080 is indeed too much for that card and you should lower it. Otherwise I'm saying it's either driver problem or something wrong in the card (like overheating)
Do you use AA?
AA is turned off, i ran some games at 800 x 600 and had the same result.

So what your saying is that my GPU could have overheated right? If it did that would i be able to see any results? ex: the desktop resolution going to 800 x 600, etc? The 9400 card still shows up in the diagnostic saying no problem.

Crap nvm, its broken again. It had a little spurt of normalness.
I play with a 9400M at over 30fps with everything high except AA.

Oh very good. Most likely a windows update screwed it, fixed in new update.
Its taunting me, it lets me play one good match and then it starts failing =(
ok i think ive got this figured out. Its overheating.
If i leave the computer off for a few minutes and wait for the heat that i feel coming from it to die down, then it gives me a minute or two of smooth play and then slows down again.
Guess ill just have to go for a new card eh?
