So I been wanting a Tablet for a long time and I have the chance next Friday to get one.
$250 is my limit.

yeah nexus 7 is easily the best tablet in that price range
there are ones like the HP touchpad but the build quality on that isn't so great

Doubt it. The profit margins are so low that I don't think Google would let retailers drop the price unless it was on their own dime.

Depends what kind of user he is.
If you want to tinker with your device and install shit like emulators on it, get a Nexus 7.
If you just want to read websites, play some games etc I'd get the iPad.

If you're judging a screen purely based on the resolution you need to stop mentioning the screen when you give advice. The Nexus 7 has what is likely the worst IPS panel ever put on a mobile device, it falls short in every area except resolution.
Also you're blatantly wrong about the GPU being outdated.

The SGX543MP2 is still faster than most Android devices, and a great deal faster than any Android tablet he'd get for the price of the base iPad Mini. The CPU is a dual core Cortex-A9, it's perfectly sufficient to run iOS. The 800MHz Cortex-A8 in the iPhone 4 seems to be doing a good job of it.

If you really care about usable speed the iPad gets beat by Windows tablets. At least, that's how I felt. When I went to the store to buy my Vivo Tab RT, the Vivo Tab was next to the new retina iPad (4th gen.) The new iPad was nice, but side by side the Vivo Tab felt significantly more smooth.
With raw specs and in benchmarks, the new iPad wins. Sorry! Nor does iOS need a load of RAM. The Windows ARM tablets have a gig of ram over the Android Tegra 3 counterparts because, well, it's full blown windows and 1GB of RAM doesn't cut it for Windows anymore.
Also yeah the display on the Nexus 7 is just terrible, especially with PRISM.

I used the 4th gen iPad at the Apple store in KW and EVERYTHING is running at 60fps on that. Unless your windows tablet uses a 60Hz< display it's placebo. When did you buy this Windows tablet, the 4th gen iPad launched yesterday so unless it was then or today it was next to a third gen.

If it was next to a third gen then yah I'd agree with you. 4x the pixels of the iPad 2 with 2x the GPU power caused some issues, and I own one so I could probably list them out if you wanted, but the 4th gen iPad is by far the best tablet I've ever used regarding usable speed with both load times and fluidity.

It was a floor model they had out. I remember since it said available for preorder on the tag. Guess my micro center broke some rules :P
Its probably not FPS related but just overall fluidity and feel, something we all know Android doesn't provide.

Indeed they did break some rules. It can definitely be related to the animations. For example Windows Phone does a compression effect when overscrolling and it's little things like that that add to how fluid and natural a device feels in use. iOS warps images being scrolled by tilting them left and right when scrolling to make it look more fluid as though you're dragging say...a cloth very fast along a desk from the bottom corner of said cloth. Little things like that that go beyond just having something slide off the screen and having something else slide on is what makes something feel natural and feel much better in use.
Though the ipad is tempting. I won't have that kind of money.

Yah at your price range just pick up a 16GB or 32GB Nexus 7. You know my first tablet was a used 32GB iPad 2 that was in amazing condition and was only $300. If you don't mind used stuff you should take a look around, otherwise if you want brand new then just grab the N7.
