you put the normal screws inside of those gold ones
you put the standoffs(gold screws) underneath the motherboard then screw the motherboard into the standoffs with normal screws

You put the standoffs in the case and then the motherboard on top, followed by the screws. I talked to him about it.
from his post it sounds like he just screwed the screw into the standoff then screwed the standoff+screw into the mobo

I forgot the standoffs once, i was holding the case as i turned the pc on, i got some shock.

As a final check of those components, I recommend before you send it off to lay the motherboard out on the static bag it came in outside of the case. Only have the Processor/Processor Fan, 1 Memory Module, and the 24 + 8 pin connectors plugged into the mobo. Using a flathead screwdriver, complete the circuit where your case power button pins would normally be at.
Touch the two pins that say pwr_on together at the tips with the above components plugged in and you should atleast get it to turn on.

If you are still having issues, try switching out the memory stick and try once more. If you are still having issues, it is either the motherboard or the power supply.
EDIT: Also to remove the screws from the stand offs, use needle nose plyers and grip the golden standoff. With that held, use a screwdriver and un twist the screw while twisting the standoff in opposite directions. That should free them.

It's not about static, it's about shorting the mobo because it's touching the case. You must use standoffs. If you don't, you might end up with a fried board.
If you didn't then I suggest you go ahead and install them now. If the PC turns on then good, if not, you can buy a new mobo or be dishonest with the RMA department.
