Yes, I know, I did this test back in September and that's the fastest it ever got. Most of the time it's 110-120Mbps.

It said that this was my speed back when I could download at 50kbps. I can download around 2mbps now.
Maybe that is just the maximum speed.

Doubt it, the difference between your latency between you and the speedtest server versus your latency between you and the TF2 server will vary.
It's all a matter of where the server is and how fast it is.
