Most old USB 1.x controllers had shared power (at least all the ones I've seen, and I've seen quite a few). USB 2.x can either have shared or individual depending on if the manufacturer was being cheap or not.

Not practical for lighting cigarettes, more practical use would be using it for a cell-phone car charger. (Not all phones use standard USB cables, and for the few that do, many don't charge the battery.)
