Quickest way to change permissions on a file is to run an elevated CMD prompt (type CMD into the start menu hit Ctrl+Shift+Enter) and type this:

takeown /f explorerframe.dll
icacls explorerframe.dll /grant Administrators:F

then rename the file explorerframe.bak and drop a new one in it.

Note:

If you run a 64-bit copy of Windows, 64-bit DLL files go into System32 and 32-bit DLL files go into SysWOW64
