Actually, my laptop came with windows vista, and a free upgrade to windows 7 when it came out. Then, my hard drive took a shit on me, and I had to switch hard drives. For some reason, Windows didn't want to let me use the old key, even though it was on the same system that it had been used on before. And I'm not paying for windows when I had it for free before.

My 2nd monitor is a slightly lower resolution, and it's not right next to my primary monitor, so the fences don't look as bad as they do in this.

Imgur compresses images over a certain file size. He probably saved the screenshot as a png, which is a lot larger than a compressed jpg.

Imgur automatically converts it to jpg to my knowledge.
I've uploaded very large files to Imgur with no problem. I'm thinking he either uploaded a strange filetype, made it small and blurry like that himself, or didn't copy the link correctly.
If you upload a png or jpg over 2mb in size they'll convert it to something like a 80% quality jpg. They will also resize images over a certain size although I'm not entirely sure what that size limit is. I've had them resize a 5000x3000 image that was only 178kb to 1700 wide.
