It does it for anything that's over 1MB (2 for gifs iirc), anything of a sufficiently huge resolution (it's not specified what that resolution is though and it seems to ride on multiple factors), and if you upload as jpeg it'll stay jpeg and get compressed no matter what.

In fully compressed PNG, it is still 5.9MB
Use puush, it won't compress your pictures.
