AFAIK, Its stuff from VRAM. Sometimes, there are even pictures in there.
Ah, okay. Windows apparently handles it differently then. The portion will be completely black on Windows. (At least Win7.)

Also very nice. And the background behind the icons is enough to get away with the dark ones now.
(though if you were strongly attached to the previous background you could have just switched the icons)

As I said, I think you should just remove it completely. I never really liked having the start button being visible because I always just use my super key, and I know where to click when I need to.
