Newly put together rig, doesn't seem to boot

I did try having it all plugged in at the same time with pci-e ofcourse. I do recall it staying powered on but nothing being on the screen, must be something that I overlooked. Maybe I haven't had it all in at the same time and just my memory playing tricks. Whatever it was it doesn't matter now, I just need to install windows 7 64 bit.
