An X4 paired with a 7850 is unbalanced. The X4 is old and bad, and the 7850 is relatively new and decent. A 4570 paired with an R9 270 is not unbalanced. Their both new and both on the mid-range spectrum. But please tell me how your build is better since it has an older and slower everything. Did he ask for an OS? I see no mention of it, so he could not need one, want to use a free one, etc. And since he already has a computer there's a good chance of being able to reuse one.

The 270 is about as old as the 7850 considering it's a rebranded 7000 series card
Mine would have better components if i didn't add the OS and most people need a new OS

Aside from the fact that piledriver is still old and outdated, the age of the components does not matter considering balance, it just tends to be a performance indicator which is why I mentioned it in my post. The 7850 has relatively good performance, and the 750k doesn't. The 4570 is among the top gaming CPUs you can buy being a haswell i5 close to the 4670 (the best) and the 270 is a new very nice GPU just under the 280X which is the go to card for maxing out 1080p.
TL;DR: I picked components which are both just under the best for 1080p gaming, and you picked a shitty CPU with a decent but worse GPU.

Piledriver is not fucking outdated the only steamroller cpus are kaveri apus and it's only 1 generation old so by your logic ivybridge is also shitty and outdated
The reason i chose terabad shittstorm components is because i put in windows so there was no fucking budget for anything better
TL:DR i chose a $80 cpu with a $150 gpu, i would have chose better components if i had more money to work with
