Steam freezes, works for a second, than goes back to being Not Responding

Anybody having a issue with Steam right now? It has been happening since I booted it up this morning, but it was fine last night before I went to bed.
Steam is Not Responding, it works for a second at seemingly random intervals, than goes back to being 'Not Responding'. I also noticed it is using 0 cpu power, than uses 03 when it has a burst of working properly.
Possibly unrelated, but for awhile now Garrys Mod liked to freeze randomly in sync with Steam, than go back to working.
System Specs
AMD Athlon 64 X2 Dual Core 6000+ 3.1 ghz
ATI Radeon HD 4600 Series
2gb Corsair RAM
restart steam? is there an update you didn't get?

If this doesn't work, reinstall steam.
Reinstalling steam would mean reinstalling all the source games and my gmod addons.
Thats a couple hours of work, anyway to save the game files?

how many groups are you in? i had this problem before because i was in to many groups
try leaving some.

Take a backup of the /steam/steamapps folder

Ill try that.
Are you using Netlimiter or some sort of other network managing tools? My Steam froze very often when I limited the bandwith it can use. I don't know why, it just simply froze.

Alright so, reinstalled steam, but games back on, now its reading 'No Connection'.
Okay so, I can use Steam now, but I cannot play games.
