Like for my brohoster experience besides a network outage it has been good. But their lack of communication to their clients is what is killing it for me

Not sure about the UK - honestly, I would go with 100tb.com for any UK based server because I live in Seattle, WA and I had a 145ms ping to one of their UK servers on Garry's Mod. It's a pretty solid network for gaming.

You pay for the bandwidth you'll use (unless you want to pay overages). They say that all colocated servers are on 100Mbit ports, so you'll get to burst if you need to. Try killercreation, I'm not sure how they are for colocation but I've happily had my dedicated server there for almost a year now.

Also, to the original complaint that the TOS changed while some users where still waiting for their refund with the old TOS; Wouldn't that be along the lines of an ex post facto type of event? So if they asked for a refund on 6/10 and the TOS changed on 6/11. They should still be on the earlier TOS still since that request was filed prior to the new contract.
