So if I have an iPhone and I use it as a WiFi Router, does it make it so I can connect multiple devices to it, or does it directly connect to the computer itself? Or is there a way that I can have it just send out wireless signals so other devices can connect to it instead of bridging it with a PC?
If it acts as a WiFi router, I'd imagine it acts exactly like a router, so you can connect to any device that has a wireless card.
I have not managed to make my iPhone a wireless hotspot.

No, an iPhone was made to connect via wifi or 3g/edge. It cannot send out the signals in order for other devices to connect to it.
I don't think you could copy the exact functionality of a router, but if you jailbreak your iPhone, you can install PdaNet which allows you to connect to a PC via wifi and it will redirect all incoming/outgoing packets between the iPhone's 3G/Edge connection and your computer.

PDAnet is for a 1-1 ad-hoc. If you used USB mode, you could set up an ad-hoc and have your friends connect to it, set up ICS on the iPhone. I've done that before to get steam loaded for a small 4-person LAN party at my school (my school blocks steam)

Nonono, multiple devices should be able to connect to an ad-hoc network.

Your iPhone isn't a router though, it merely starts broadcasting information about the ad-hoc network. Ad-hoc networks are peer-to-peer, so if two different devices in your ad-hoc network want to exchange data, it won't even pass your iPhone.
