That doesn't add up to 6.9GB.

Also cluster sizes reduce the amount of storage you can use out of the 16,000 MiB you get. Try ES File Explorer to figure out the true storage you have to use and the breakdown of it.

Look for your carriers version here: http://wiki.cyanogenmod.org/w/Devices#vendor="Samsung"; Then click on the link "How to install CyanogenMod on the Galaxy S4 (carrier)." for instructions. It used to be absolutely but they say they've recently started to crack down on huge users (they said the top 5% use 80% of bandwidth or something). Got 30 calls (not overstating) from the same number (confirmed callcenter) in something like 15 hrs. Installed truecaller and problem went away
