The customer support just ignored me. Talking to someone called Jagger in the live chat, asked my question, like 10 minutes later he leaves the chat without replying. :(
You cannot host a file upload site, but, you can host files relating to your site. If you had a garry's mod addon site, like garrysmod.org, you can host garry's mod related files. If you use up more space than is on the hard drive, your space will be extended with more hard drives. There's no such thing as unlimited hard drive space, but you aren't restricted, and we won't suspend you for "using too much" of anything. If you use too much resources, like processing power, we'll work with you to fix it. I believe it's PHP only, I copied some ASP.net script and it didn't work, but I don't know if it's even right, because I don't know ASP.
I'm still not quite sure on where the unlimited line is drawn from that, for example a site like garrysmod.org seems to be the same as a generic file uploading site bar the type of files. I suppose it would be a case of ask first before making such a thing and it would be up to their discretion. You raise an interesting point about other resources. I'm currently with DreamHost and had some problems with CPU and memory usage even with a relatively small forum and I ended up having to limit various things. Can you go into more detail about what would be done in such a case ? I don't personally know ASP.Net but it's something I've been thinking about moving to, especially the C# side of it. I think the simplest test script would be:
<% response.write( "Hello World" ) %>
Also do you know if there's any flexibility in the software, for example the option of using something like Nginx instead of Apache ? How about stuff like Memcached ? I'm currently with DreamHost as I said and still have a bit of a wait before what I've already paid for runs out, but after it does I'm looking to possibly change. DreamHost are very friendly, but when you want something changed it seems to be a case of "Sure, for £X amount extra.".

Feel free to open another chat (and PM me your email if you'd like since everything is logged).
From what I can read they run cPanel, and from what I remember that is linux only. But on the other hand, they could be running mod_mono.
