You're missing the point. My friend is running on a shittier CPU, with shittier RAM, a shittier motherboard, and a shittier video card, and he STILL manages to get a higher FPS than mine. By your logic, if my CPU is bottlenecking, then his would be too, and he would have even LOWER framerates than me. This is not the case.

"Truth"? My computer is NOT shit. If it were shit, it wouldn't be able to properly run games. Just because your computer is better than mine, it does not make mine shit. The company I bought it from is a well-respected company that's built thousands of PCs. It didn't come with any extra software or bloatware, and was a good deal for its price. You're CLEARLY trying to piss me off, and you aren't helping the problem at all.

Just because it can run games doesn't mean it's good, as I've said before. Before I built mine, I had to play on a p4 with a radeon 9000 - SM1.4 and DX8. I still played CSS and L4D. Does that mean that it was a good computer? No. I'm trying to tell you that just because you can run games doesn't mean you're not outdated. Hell, I'm upgrading my graphics card soon to a 5850 and I'm running a 4870.

You have a couple of options at this point:
1) Reformat, install all drivers again - while it may not seem like it, this is the most simplistic and hassle free option, however, use it as a last resort
2) Upgrade - I'd go with processor and graphics card if you choose this route
3) Memtest - look for problems in your RAM
4) Roll back your drivers - Use DriverSweeper to completely remove them, and Nasty File Remover
5) Lower your settings, check what seems to be causing the biggest performance hit, we'll go from there

1) I've tried reformatting and installing all the drivers again- did nothing.
2) The motherboard is a socket AM2, so the processor isn't going to see much improvement. I have a great graphics card for the types of games I play. Also, I don't have much money right now so an upgrade isn't going to help. Also, the new card will probably have the exact same problem as this one, seeing as how it's running slow.
3) Might try this later. MIGHT, because I'm not experiencing any memory-related problems.
4) On every single driver version I've tested, it's been the same. And yes, I properly removed all the files.
5) Even at low settings, I get the exact same framerate, so doing this isn't going to help.

I believe your friend is bullshitting. A 8600 is quite bad now-a-days, and cannot run "all games on extremely high settings". And no offense, but your computer is quite bad. Also, what were the original PC specs? Because the 9800 may be underpowered if you still have a stock PSU, especially if its like 200 watts or similar.

I was personally at his house and helped him install his video card. It's an 8600 GT, and it can run a lot of games on high settings. I've seen it with my own two eyes. I posted the original PC specs in the first post. The PSU is a 420 watt.
Has your friend done any overclocking? Compare the clock speeds on your GPU, CPU and RAM with your friend. If he (or anyone else for that matter) has done anything, it might explain the difference in performance.
Sounds like someone is jealous especially when he thinks his computer is "Extremely 1337"
