OP, sounds like something is bottlenecking your performance, but just looking at the specs, nothing seems to.
The card receiving insufficient power, like you speculated in the first post, sounds like the case here.
Try monitoring your GPU usage with e.g. GPU-Z and see how high the usage percent goes.
