Samsung isn't the best for HDs. Western Digital is generally considered the best.

limits what you can get as you want a case, monitor, hard drive, mouse and keyboard. It won't be a great spec as you want all this which can add up depending what size monitor and harddrive you want and what sort of keyboard and mouse do you want? If it's a gaming one then you need to increase budget if you want a good gaming PC
And do you have a graphics card? I notice also you don't mention motherboard either. We need to know motherboard model to know which processors are compatible
I want a pc from scratch. If so take out a Monitor and add better stuff.

I chose a Expensive PSU so you don't end up frying your PC or end up with a dead PSU withing a year.
