Are you sure it's not your wallpaper because I've never seen artifacts in Windows wallpaper since XP.
Google it, a lot of other people has this problem.
I'm using lossless .PNG pictures at the native res of my monitor, but for some reason, it looks like a crappy .jpg picture with compression artifacts if i use it as my wallpaper.
It looks perfectly fine if i open it in Firefox or Windows Photo Viewer.

No, we just use media tags.
The benefits of not having to download giant desktops (which still take a few seconds on fast connections depending on the image host, even worse on slower connections), without the drawbacks of having to press forward and back or open a new tab for each picture.
And it's 4 more characters to type for the person typing up the post, if you include the closing tag.

I hope you know that here on FP that even if the image is in media tags it's still loaded on page load rather than when the tag is open. If it did work like it should meaning it would load the image when you click the media box then I would have.

However I'm confused. I'm currently on the RC and I want to format this drive and install retail Win7. However, all I can find for the student discount are "Upgrades" from Vista/Xp. It states that if I want to do a clean install I need the Custom version... and never tells me where to get it.
Can anyone help me with this? Is the "upgrade" that's offered there also allow clean installs or what.

No, actually, I knew that, and yes, that would be something to fix with the media tags.
But I don't know if that's just me, but "Last post" scrolls through media tags while it doesn't scroll through img tags here. In both cases the images load last, but with media I get to the end of the thread immediately.
