Currently my computer runs Windows 7, and I'm considering upgrading to 8.1 Is this a good choice to do? I noticed my system takes longer to POST than to boot Windows. My motherboard is a FM2-A85XA-G43 which has Windows 8 support, but my old 6670 didn't have the required specs for it(?). I'm mostly wondering, who else uses 8.1 and doesn't have a lot of shit with it? I remember using 8 on this very computer and it had a lot of issues back then which I can't remember.

Could anyone suggest me a good audio converter (want to convert whatever to mp3/flac)? Don't really want to install iTunes.

Older wireless adapters, both PCI and USB, may not have driver support. Older games that use graphics APIs like DirectDraw just won't work. At all. You will lose the Start Menu, if that matters to you. There are a couple other corner cases, but that's the big stuff. I'd make sure your hardware had drivers before you upgrade.

How can I get my desktop background on both monitors to shuffle separately? The built in shuffle from Windows wont shuffle the monitors separately.

Is there anything inherently wrong with dropping the GPU from a rig I am looking at and using the CPU-integrated graphics temporarily until I can decide on a proper GPU after I have already built the rest of the PC? I mean, I'm not building my PC with the primary intent of gaming since I happen to have every major console and handheld since the NES and Gameboy on hand for that. This is just a routine replacement of my media-center PC that is beginning to show its age.
