Im getting these scrolling lines on my monitor that are really annoying. If you ever see a video camera filming a tv, that's what this looks like, just more subtle. It shows up on darker colors like greys and blacks. I got this monitor 2ish years ago, so it's not that old.

Pretty much this, there's so many differing opinions and build setups that it's crazy overwhelming. I forgot to mention this but I think I probably should: I live in a hotter region and lack air conditioning so I'd better get some good cooling systems to go with whatever I get.
For someone that's never done this sort of thing before, it's very disheartening not being able to find consistent opinions and input on parts. I don't want to get all this stuff and wind up finding out it's not up to snuff for what I need, or it gets too hot, etc.
The one I suggested should be fine for your situation, trust me.
How usual it is for graphics cards to generally overheat and just crash in particularly demanding games like BF4, or Dota2 maxed out, etc?
the card in question is amd's radeon 6900. I used to have gtx570 or 480 not sure but they had similar occurrences too.

I'd like to have at least 2 USB ports on the front and 4 or more in the back, I ain't sure what the standard number of ports are with the back of a tower though
Back USB ports are a part of the motherboard, front USB ports are part of the case and plug into USB headers on the motherboard inside the case.
If you want more USB ports on the back, either buy a motherboard with more ports, or a PCI USB card.
If you want more USB ports on the front, pick a case with more ports on the front, or grab a thing that fits into an optical drive slot that has USB ports.
Check how many USB headers are on your motherboard, you usually get 2 ports for one header.
My old case had 2 USB ports on the front, and one USB header that connects to the motherboard, and my new case has 4 ports and 2 headers.
Also, if you install one of those all-in-one memory reader things to a floppy drive slot or similar, it'll usually require to be plugged into one of the internal USB ports on the motherboard.

As long as you don't overclock like crazy or have like 20 hard drives you should be in the clear
