ATI Radeon HD 3600 Series that starting to fail.
I didn't think the video card affects the speed of the game. I am not good with computers.

It does. Video cards primarily contribute to the speed of a game.

While it's already been established that upgrading your graphics card should be your main concern, you should try and upgrade to Windows 8.1 pretty soon as well. Vista is wicked outdated by today's standards. With Windows 10 (8.1 users will be offered a free upgrade to Windows 10) and DirectX 12 coming on the way later this year, it would still be beneficial for you to upgrade your OS sometime after you get a new graphics card.

Oh yeah that card is due for an upgrade. My P4 rig has a 4650 which is much more powerful than what I assume you have is a 3650. And even that is pretty ancient by today's standards.
The good news is that almost any GPU $150 or more is going to a huge leap from what you have now.

Ask friends and family if they have any old PCs hanging around. They will usually give them to you for free just to free up space and usually there is nothing wrong with them, except Windows needs to be reinstalled or a power supply or HDD died.

Do you have any specific recommendation for a GPU that's around that price or less?

For around $150, I would recommend a GTX 750 Ti or an R9 270.

Did a search for those on Newegg, and what the heck? There are like hundreds of video cards with that same name made by different companies. How am I supposed to choose one?

Well, generally I'd use the "highest rated" filter to find a solid card. EVGA and MSI are good brands. ASUS does okay as well. Then you look at the prices, and find one in your budget with a good rating, and then you buy it.
It looks more complicated than it is, trust me.

Nvidia and AMD are the ones that manufacture the actual GPU, then they hand it off to other companies who put on their own coolers and any other features they might offer. Some manufacturers have better cooling designs than others, some have better overclocking platforms than others, some are larger than others and are only meant to fit inside certain cases, etc. Between the GTX 750 Ti and the R9 270, I would personally go for the 750 Ti. Nvidia is well known for making cool, power-efficient GPUs (which really helps with overclocking if you need to do that later on) and the 750 Ti will work miracles at a reasonable price. The R9 270 has a little more "oomph" to it, but it will run fairly hotter under load as AMD cards are a little more power-hungry. Manufacturers you should stick to are EVGA, ASUS, MSI, or Gigabyte.

Well, they've been known for their power efficiency since Kepler and Maxwell. If we were still in the Fermi era, I might pick AMD.
So my brother has an I7 3770K, 8 GB of ram, and a gt 620.
I've just replaced my old 7770 and since it's better than his current GPU I may as well give it, but his computer's PSU is 350w. Will that be enough? I think it should, but may as well just check.
My PC keeps waking up from hibernation at 6 in the morning every damn day, and i have no idea what's causing it.
Nothing in the task scheduler and im out of ideas.
Running 8.1 64bit.
Today I found this in my work's trash. It was part of a display for Nasacort. It all works, and has a small video that plays when you click the button.

There is a mini USB port and a female USB port. And last a slot for I think a memory card of some kind.
I was able to access the memory on it and find the advertise video. I deleted it without realizing it didn't go to my recycle bin. I haven't been able to get other videos to play on it yet.
Anyone have any ideas how to work these things or what I could end up using it for?
Recently I have been considering buying a laptop for school. I don't have a huge budget, but I don't need anything too crazy either. I've been looking at Chromebooks because they're cheap and small, but I'm not too familiar with them and don't want to be disappointed. I'll only be doing word processing, web browsing, listening to music, etc. Would a Chromebook be a good idea or should I look for cheap windows laptops? I want one that is pretty small for mobility reasons.

A good way to find out if a Chromebook is sufficient for your needs, try doing everything you would think you would use it for using only Chrome and the Chrome App Store. Thats a Chromebook in a nutshell. If you can't manage that, you need a Windows PC. It depends on what your doing for coursework as well.

I've been dealing with computers for 15 years now and one thing has always escaped my understanding of how computers work in general. Why is it that sometimes a computer that is perfectly fine will refuse to boot up with the only apparent fix being, plugging it out from the wall socket for about 10 seconds and plugging it back in again?

The capacitors in the system get overcharged, removing it from the wall allows them to drain.

I looked at Windows Defender and it seems to start a quickscan at 5:42 which probably is the cause but I didnt happen before a few weeks ago. And there is no way I can find to make it do quickscan at another time. So it might be the reason.

I recently ordered a video card. I'm waiting for it.
In the mean time, when I turn my computer on, nothing comes up on the monitor. If I know the monitor isn't broken, what else could be causing it and is there a way to fix/bypass the problem?
your current graphics card is probably dead
it could also be a poor connection somewhere (badly seated card, really loose cable, that sort of thing)
less likely but equally possible is your BIOS is failing to POST for some reason, which could be either bad CPU or RAM
another thing that's technically possible is your power supply just isn't strong enough, but i'm assuming this used to work before so i don't think that's it in your case

Does your motherboard have a graphics port on it ie VGA/DVI you can plug into? take out the GPU and test turning the pc on plugged into that

Probably, but my monitor is actually just a TV connected to the comp via HDMI. I'll see if there's a way I can hook it up differently.
how do i fix this minor issue on windows 7? when i hover over an element with multiple windows in 7, everything disappears except for that thing. my previous 7 install didn't do this
