The 690 II has an all black interior, plus much better cable management, with a nicer tool-less design.
Take a look at the pictures of the two. The 690 II looks much better, and your dad can afford another $30 in his budget.

There is this place in Toronto called Tigerdirect. If your not terribly comfortable doing a custom PC alone, go to these guys. They can build it for you for fairly cheap and have all the parts there. If you feel confident, build it yourself but, if it is your first, let them do it and observe.

Although, as long as I have a decent guide to follow, I'll be relatively confident in building it, I'm just not too confident yet in the ordering part cause I wanna make extra sure I'm getting the best stuff at the cheapest price and it's all compatible^^
