The band was purchased by private groups (read: the big three) for "future use and development". In other words someone paid tens of millions for rights to the airspace and now they're sitting on it.
It's the same bullshit that prevents people from privately running their own repeaters on the former AMPS band.
Also OTA television broadcast has the CBSC. Basically you have to get all your legal and copyright ducks in a row, even if all you wanted to do was broadcast as far as the park (in other words, either toy are a full-fledged TV station or you are a pirate station) and frankly I find it to be total bullshit because the only allocated space for amateur television is technically useless without a nonstandard receiver because it does not overlap both UHF or VHF, so virtually nobody could tune in using the millions of analog TV's that are still floating around.

Radio both digital and analogue uses it. I also recall that most countries no longer use VHF for TV and its been like that since even before the digital era. (UK switched off their VHF TV system in 1985 and was a zombie service by that point anyway) UHF is used instead but with a few more transmitters added because the signal doesn't go as far.

OTA digital TV still uses the same frequencies in the VHF & UHF spectrum, its just the modulation is different.
So even if you transmit an analog signal, you might still mess with a digital TV transmission, although you'd have to be broadcasting at several watts atleast to mess with that for anyone in the immediate area that's receiving DTV. Question for programmers out there: why do some programs require you to go to their website and download the entire installer all over again just for an update? LibreOffice wants me to download their whole ~300MB distributable just for a x.x.x.* version update. Surely in 2017 this is an antiquated and obsolete way to push minor patches?
just in terms of what I know being what I would consider a power Windows user, I can't think of much that would absolutely necessitate a complete uninstall and fresh install of a program just for a minor update, unless there were bizarre registry associations that would cause fuckups with the new version.
