Im guessing it's because bandwidth and disk space are cheap. Its just easier to package everything up and reinstall. No worrying about missing or altered DLLs. Ironically, patches like you described were often done in the dial up and floppy disk days. Back when every byte had to count.

That's pretty bad, someone needs to make a decent package management system for Windows, having to update Windows software is frankly a nightmare at the best of times.

I thought so too, the "update LibreOffice" window certainly looks like a built-in updater, but all clicking "Update now" does is open up a new Chrome tab to LibreOffice's download page.
It's not a huge deal obviously, I have no data caps and 300MB is a drop in the bucket. I just started thinking and got a little curious
So after over a week of uploading, I finally finished uploading ~700GB of content onto Google Drive via Google Chrome using my Thinkpad 24/7... Some files didn't fully complete so I had to retry for those specific files but yeah, uploading using a web browser beats those "attach x as a network drive" programs such as ExpanDrive or NetDrive.
Some things I had to do:
Connect Thinkpad to the Internet via Ethernet cable because the WiFi dies whenever a microwave oven is in use
Disable something in the registry to make it not randomly go to sleep every day
Connect the hard drive via USB 2 because for some reason the USB 3 Expresscard wouldn't work/connect well
OK now to upload even more hundreds of GB of footage..

Meanwhile in the real world, the last time I reformatted it took literally 8 fucking hours to update from my Win7 install media
late to the thinkpad talk but damn i'll miss the trackpoint when i switch away eventually
i got so good at using it with photoshop :v

Guess it's about time I make a proper list of what I have installed because I honestly don't know how long this install has left in it. Rebooted because VS2017 is ass and wants a reboot for some bullshit reason, upon decrypting the boot drive it gave a nice blue screen informing me it can't boot. Retry and boot options just made the screen flash, accidentally pressed the button to boot another OS and it booted up as normal.
It started doing this shit again recently so it's not that surprising to be honest.

Is anything there remotely worth it or not, all I see is maybe Revo uninstaller pro (free version works fine right?), that vpn for a year if you didn't have one already (I don't) and the file recovery for a year (but Recuva free works fine for me)

Did a fair bit of AD stuff during network classes in college. Imo I was most likely just touching the surface with adding machines to the domain, adding policies, mapping network drives and such.. was quite fun learning how it all came together though.
No idea how long it'll take. Chances are you'll always be learning to do things in a more efficient manner.
I'm just finishing my networking courses, and a lot of it was dealing with AD DS.
It's a lot of fun! Once you get the hang of the basics of AD DS deployment, the rest comes almost naturally with proper studying.

What they should be doing is supplementing CSS, letting admins reduce their amounts of custom rules. Implement features you see commonly used that are essentially CSS hacks with actual implementations. Shit like proper notification bars, text accordions in the sidebar, etc.
As it stands right now it sounds like what they want to do is make a new redesign, remove critical and highly-used features and forget whats important about your core feature-set. It's almost like I've heard that before...
