Sometimes cases can be loud. If you get enough air moving through your case the sides can vibrate.
Newegg has some pads you can stick to the inside of your case that keeps it from vibrating.

Zalman coolers are generally silent. I used them pretty much. Also, they should be able to run at different power levels. I always took the one which made them rotate less.
Make sure, if your CPU-Cooler supports PWM (4-pin connector) or not (3-pin connector).
If it's a 4-Pin connector, it is PWM-Capable and you can control it dynamically. E.g. in your BIOS, select "Silent Mode" and it will always run silent/slow and will only spin up when it is necessary.
You probably have a steel case, those are loud. I've heard that aluminium cases are more silent.
