They aren't. The reference coolers aren't that great, but any non reference one will do very well.
Well the only real thing youre getting from gpu manufacturers is the cooler and some software (?). The cheapest 290 i saw was $300 for a reference model which you could take and replace the cooler on to get way better temps than even top end manufacturer coolers, for the same price or even lower. I mean i would personally do something like that just cause it seems fun, but i can see how people would be weary of doing something like that.
