GTX 275 even in low power mode is 2x louder
and uses 40 more watts than the X800
I want to be able to switch between the cards, even if it means a dual boot
configuration, I just don't want to have to physically swap cards everytime.

There is nothing wrong with leaving GPU fans high
They were designed to run that way
GPU's put themseleves into the CPU equivalent of idle mode, some cards even downclock the shaders
iirc the total usage for a 285 in idle 2D mode is only around 40-60 Watts

The X800 is powerd by the PCI-E bus, so short answer, no.
It's impossible withouit recompiling your own BIOS.

Here's how it works.
You can not disable specific PCI-E lanes from BIOS or software. It just doesn't work like that. Unless your motherboard is spiffy and somehow supports disabling certain PCI-E lanes, then it just wont happen.
Your X800 will use less power, correct. But you'd need to physically unplug your GTX 275, or make some sort of massive switching device that literally disconnects it from the PCI-E bus and the power supply.
Running ATI and nVidia drivers is asking for trouble IMO, you'd get better performance dumping the X800 and running just the 275. Underclock it, it will use less power. Sure, it wont be as low power as an X800, but you have a fucking i7, why the hell are you worried about 40 watts of usage??
So to make what you want work, you'd need a physical disconnect, or have a magic motherboard that can disable PCI-E lanes. Even then you'd need to restart your comp twice every time you want to change cards. It just isn't sensible to go to all that effort just to save 40 watts of power. If you wanted a low power rig then get a nettop and boot that up instead of this dual graphics card nonsense.

Actually the solution is part of what you suggested, a friend of mine is selling a netbook so I'll just buy it and use it for basic stuff, although that leaves my X800 gathering dust, my PC noisy, and my electric bill [i]slightly[/i] higher.

Why buy a laptop?
Get rivatuner, downclock it the lowest you possibly can without the drivers failing and save it as a profile. Use that profile for basic desktop stuff and turn it back to normal for games.
In a very, very low clock it will use even less power than the X800.
Did you build your PC yourself? If so, there are plenty of good guides on getting decent airflow and reducing noise in a PC (like using 120mm low noise fans, rubber padding, cable management, etc).
And really, your electric bill would be no higher than if you had a 50 watt bulb running for the same amount of time.
Sell that GPU on eBay, suckers always pay more. >:)

The way it sounds really isn't everything bro. I meen if i had a loud fan i would only change it out if i had a spare just laying around. But I don't care if it DOES sound like a jet, I would LOVE to have a computer that had a gtx275 in it.
But it really isn't possibly, And it really wont impact your power bill unless you keep it on constantly. Though it probably did seem like a good idea at the time.

anyway, fucking hell a GPU isn't actually loud, jeez, my system with a gtx 295 (which recently, fried, I hate my fucking family, younger cousins are always fucking shit up) barely puts out any sound at all, hell the only problem with the system is the hdd, so I unplugged all the outer fans of it just to leave the CPU and GPU fans, it was fucking quite, Dude GPU's aren't loud!
