going on a new platform is still an upgrade and a pretty nice one, it's pretty incremental but if you want a clean start, it would still give you a performance boost anyway

I mean, cost effectiveness only goes so far but performance-wise it isn't even close to the 970. You spend the money to buy a 970 for a reason. There's not much behind settling for something worse just because it's more cost efficient unless it's for a more moderate build.

Regardless of where you get your Windows CD, you get a key printed on it (in special, tamper-proof sealed guaranteed whateverplasticfoil they use). Even if you can't use the disc, you have other means of loading Windows onto a new machine. In this case, we want to use a USB stick; best and easiest way of loading Windows nowadays.
Anyone is freely available to download the ISO off Microsoft's site, but it's usually useless without the key. The key ensures you've bought it. The ISO is basically a mountable virtual image that replaces your disc, and that's the file we use to install Windows.
The software should be fairly easy to use. Once you've downloaded the correct ISO file, all you need to do is get a spare USB key that's preferably empty, or at least backed up (it's going to be wiped in this process) and use the software to burn the ISO onto the memory stick. The memory stick is now ready to be plugged into a fresh new machine, and it will install Windows as normal.
EDIT: I should also mention that you're free to reformat the memory stick or do whatever you want with it afterwards

Make sure that whatever you do get for a SSD, you go for ones with MLC flash if you're planning on doing lots of stuff on it. TLC flash doesn't last as long as MLC flash, therefore SSDs with TLC flash are only good for Facebook machines or scenarios where you're storing a bunch of data but not always writing to it.
