Worth getting something like the i7 4790k for $299, or switching to a newer Skylake i5? Maybe the i5 6600K for $269?
For what uses?
Gaming mostly, but some light video and photo editing plus VMs and coding.
They are fine for non-overclocked CPUs. There's no point spending the extra money. An AiO is hilariously overkill for a non-k i5, just, why?
Ah, I didn't consider that. I've always heard the stock coolers are terrible, but I guess if they're fine, they're fine.
Hey everyone, so I've made some refinements for my list, the specific GPU and case are all that could change at this point. If I change the case, it would be a NZXT Source 210 Elite (great case imo)

I am trying to get to $500, however I am going to receive the i3 and 380 as gifts, and the rest I can budget around Holiday sales.

Nah, that's probably the most you can push if the i3 and 380 as gifts. Unless you can do Haswell i3 or Athlon 860K.

I know. But hey, $139.99 after $20MIR for a 950 killer is worth it.
What's the general consensus on the Corsair Air 240? I'm making some cuts to my build to try to save money, and that case really won me over when I saw it in a vertical orientation. There's something really cool about this white one here.

It looks like it's got tons of room for cable management, but it's still pretty small (and therefore luggable), so I could still use it as a mobile VR thing. What do you all think? Worth going for over the Bitfenix Phenom?

Budget's about $1300, but not all at once. I'll be picking up most of the parts over the holiday, but some things, like the hard drive and graphics card, will be repurposed from my current build until I get a few more paychecks. I've got a credit card I need to pay off before I can really start buying a ton of stuff.
So here's what I have so far (prices in USD). Uses include gaming, video encoding, photo editing etc.

Not too much I can do with a semisolidified part list.
Did a 390, $5 less for more than $5 worth of performance over the GTX 970
PSU is only 80+ Bronze but significantly better (as in Super Flower Golden Green) than the NEX, which is based on the medioce FSP Aurum platform.
Cooler, I guess, will work out.
Mobo dropped down a little, but eh.

You don't need a really fancy motherboard, even for an i7. If you want to go down lower, go Xeon E3-1231V3 and an H81 motherboard.
PowerColor R9 390, will do its job.
Power supply is made by Seasonic and from what I know, is pretty much something like http://pcpartpicker.com/part/seasonic-power-supply-ss600et
Okay, so explain real quick the differences between the parts you've replaced. I'm perfectly fine spending what I was on the cooler, it's only a $10 difference. I prefer Nvidia graphics cards, just because I know AMD is a little bit weird in some games (Fallout 4, for instance), and also for the software package and functionality that Nvidia offers.
I am curious about the PSU. What makes that one better than the NEX? I see it's not fully-modular, but I guess motherboard power should probably always be connected, so that's not a huge deal.
Also, what are the advantages and disadvantages of that motherboard? I see it actually has more USB 3 outputs than the Asus, which is nice.
Just curious about the advantages and disadvantages of your list are, so I can pick the obvious laterals or improvements.

The card is fine. Yes, the drivers for FO4 are wonky on AMD's side but lots of issues should be fixed with the recently released Crimson drivers. As for software packages, what do you actually use on Nvidia's side?
The PSU is simply of significantly higher quality. The NEX uses specific second-rate capacitors while the B2/Golden Green, while only Bronze, uses higher-tier capacitors which matter in the long run.
The motherboard is MSI, and MSI's motherboards tend to have easy to use BIOSes.

Really, I use Shadowplay a lot with my current machine, especially Shadowplay's Twitch integration. Having hardware encoding built into the card is really helpful, because I can definitely tell the performance hit with Fraps and OSB compared to Shadowplay. Much easier to set up and get running right as well.
There's also the way Oculus has been working closely with Nvidia to make sure their drivers are built with VR in mind, and since this is going to be a VR rig that makes a lot of sense for me.
I think for those reasons, I'll stick with Nvidia. The other choices look pretty solid, though, so I'll definitely be grabbing those. Can't hurt having a power overhead like that either, because I'll definitely be SLIing later.
Also, I realized I can knock off the 230mm fan and save another $20, since that was the bottom-mount fan for the Phenom.
So, let me ask then, would it be worth going back to LGA-1150, and upgrading to an i7-4790k? That's a $50 increase, but the motherboards for Haswell are time-tested and rock solid, and considerably cheaper in most cases. RAM's usually cheaper as well, although it is DDR3. I'm just not sure going full cutting-edge is the best solution.

Yeah.
Nvidia and AMD both have dedicated plugins for OBS. Nvidia's is NVENC (which is already in OBS) and AMD's is VCE and that has a dedicated thing. Either way, if you use OBS, you should be using Intel Quick Sync on OBS as it won't impede your GPU and CPU performance in any way.
Ehhhhh..... do you do things other than gaming? Then the i7 would probably have big relevance.
Yeah.

I do a lot of photography, so I've got decently-sized Lightroom catalogs and I'm usually working with large images.
What do I miss out on by going back to 1150? What are the major improvements in Skylake?

Skylake has DDR4, more PCI-E lanes, and tends to overclock better. So nothing really essential.
Yeah, if you work with big RAW files, the i7'll pose a bigger benefit than the i5 will.

I added the H75 back, because the H50 apparently has a really noisy pump. Also added back the Nvidia card, because I did a bit of reading and the R9 390 actually hits at around 2FPS below the 970, even at 1080p. Which is bizarre, because it has twice the VRAM and higher max clocks. I can't figure out why the 390 performs worse with higher specs.
Thanks for your help, by the way. I think I've almost got this nailed down, and it should be a pretty good, solid build.

Okay about the H50, understandable. Btu for the 390, is this for a specific game (I'm assuming Fallout 4)?
No problemo, got nothing to do anyways :P

Really, just for general performance. It seems to score lower than the 970 in GTA:V, Metro: Last Light, Dirt Rally, and almost every other game it's tested on. Not significantly lower (except in Dirt Rally, where it hits an abysmal 38 to the 970's 65), usually just 2-3 frames, but I'm not sure why I'd spend more for a card that performs worse.

Here's Eurogamer's benchmark sheet.
There's ridiculous variance between all the benchmarks, and I assume that comes from different test parameters, but the 390 seems to slide in right behind the 970 most of the time, except in certain games (Far Cry, Metro 2033, sometimes GTA:V). It's very strange.
Even in cases where you think it would win out, like games with higher texture settings, it still seems to have that 2fps lag behind the 970. The 970 also has, on average, smaller frame intervals and fewer dropped frames.
I'm not sure if this is optimization on the part of the developers, or if it's an issue with AMD's drivers, or the card itself, but it should perform better all the time. Why it doesn't, I have absolutely no idea. It's clearly a more powerful card, but it doesn't perform better.

I'm not sure what's up with the benchmarks, as the Tom's Hardware benches seem the most realistic.
The Overclockers benchmarks seem really strange. Dirt Rally shouldn't behave that way. Eurogamer's benchmarks are also a bit eh, with AMD's stronghold on Ryse: Son of Rome being somewhat odd.
Most of the 2FPS losses I'd call within the margin of error. But yeah, the benches are odd, especially on Dirt Rally, which, from user reviews, imply that it's not really GPU biased.
