So I've been computerless for the past month, almost to the day. 5 year-old mobo arced and literally fried itself. So during that past month, I've been fighting trying to find why my latest build refuses to output anything. I'm planning on taking it in to a pro because I'm sick of dealing with this shit but figured I'd ask here and get some input. Here's what I got:
Mobo: MSI X99a SLI-Plus LGA 2011-3
CPU: Intel Core Haswell-E i7-5820k 6-Core 3.3GHZ
Memory: Corsair Vengeance LPX 16GB (4 x 4GB) DDR4 2400
PSU: Corsair RMx RM750X
Video: EVGA 980 Ti
Everything is brand-new.
So what's happening: I boot the computer straight from the mobo and it sounds like it boots up fine. CPU fan spins up for a second, then dies down fairly quickly, but not off. This is with CPU/heatsink and PSU only. Move on to add a stick of RAM with no change in how it sounds. But when I add the video card (since there's no integrated in Haswell-E), it still sounds the same, but there is no video output at all on either of the DVIs or HDMI. I tried everything from swapping the stick of RAM with one of the other 3, reseating the CPU, different monitors/cables, etc.
At first I was using the PSU and the video card from the old build (an Antec something 750W and an EVGA 680 GTX), but had thoughts that maybe the arcing on the old mobo fried/caused or is causing the issue with the new build. So new PSU and GPU installed, having the same issue. I cleared the CMOS via battery (PSU unplugged as I always do when working inside) to try it and it made things worse by starting for a split then restarting ad infintum, BUT only when the ATX12V was plugged in. I thought the CPU was bad, so I RMA'd that, first. But then it happened on the new CPU so I thought pulling the CMOS battery fucked the mobo somehow and RMA'd that. Now I'm back to square one with a steady boot again, but still nothing out either of my video cards.
Nothing else is plugged in besides the power cable and the DVI or HDMI. No HDDs, case extensions, disk readers, mouse, keyboard, etc. I just need the shit to POST. RMA availability ends in about 3-4 days, so I'd rather not do seemingly risky stuff like resetting the CMOS again with it.
Again, the plan is taking it to a professional before the week's end or straight up buying a pre-built computer and moving my HDDs over, but I would rather have one last go at it before resigning myself to that. Any ideas would be great, because I've been at my wit's end for the past few weeks.

Your Motherboard cannot boot or do anything without RAM, so trying to boot without RAM is useless.
Its also a bad idea to use an old psu which might be broken due to the arcing in a new build.

1:Did you use motherboard standoffs?
2:Did you plug in all the cables from the PSU to the Motherboard and GPU?
3:Did you try another PCI-E slot for the GPU?
4:Clear the Cmos again by unplugging your pc, removing the battery, pressing the power button a few times and then waiting 15 minutes.
5:Look in your manual which RAM slot you should use when using just one stick. You usually cannot use a random one.
6:Does the new PSU with the 680 work?
7:Do the fans on the GPU spin up?
8:Why did you buy Haswell-E btw?

You could maybe find an I3+mobo combo deal for about 150euros.
Or you could get an better CPU for your current motherboard, it would cost you 70-110 euros, for a higher frequency and a quad instead of dual core.
Smartest thing to do would probably to save up more money tho.
About to build a PC that I've been planning since about August. Got everything I need except for the GPU which is coming tomorrow, but I am mainly just wanting to ensure that the parts all work today.

Me again, the red LED is by the power supply connector, not one of the three debugging LEDs. The manual says nothing about it. It means overvoltage protection turning on, apparantly. Don't know what to do about that.

Did you plug in both the power connectors on the motherboard? (there should be 1 close to the CPU)
Do the fans spin up when you turn it on? If not can you check if you connected those headers properly.

Nada happens but the red light, the fans seem to be connected properly.

Yeah, I only used one stick of RAM through this whole process. Once I can get it to POST, I'll add the rest.

2: Yes. ATX12V and 24-pin connectors for the mobo, two 6 pin PCi-E for the 680, 6 and 6+2 pin PCI-E for 980. (Edit: To clarify, I only use one card at a time, both aren't plugged in at once.)

7: ... it seems to get power okay. Lights turn on, fans spin on both cards. Same as the old.
8: I do 3D art so having the extra cores to render out maps while I crank away on a sculpt would be nice and potentially much faster. For games, anything would be an improvement over my old i5-2500k, so it mostly came to the art bits.

I meant the motherboard front panel connectors. (The Power Switch, Power Led, Reset Switch, all that stuff.)
Check if you connected that properly, because i am pretty sure the red led is just an idle light.
If that doesn't help, check the manual which ones are the power+ and power-, and shorts those with a screwdriver/key/paperclip to make sure its not the switch itself.

My stepfather fiddled around at the front, but no results. Parents are mad at me and this whole thing has become an unmitigated, and expensive, disaster. No one has any idea what the problem is and I have 0 idea what to do. I need some kind of a solution or it's pretty much the end of everything. This thread is the only place I can turn to so I'm begging for some way to fix this.
Okay, did you connect the case's IO panel to the motherboard headers?
Because those are really, really easy to screw up. You need to look at your manual, find out where the IO headers are, find out which one does what, and then make sure you've connected all the cables properly. They're fiddly, so be careful.
Don't freak out. Nothing is ruined, this isn't a disaster. Absolute worst case scenario, you start RMAing parts until you get something that works. You're not in any danger right now, and you need to explain that to your parents. Everything's warrantied.
You just need to calm down and take things a step at a time. Also, some pictures would be helpful, if you can take some and upload them here.

I gave you a whole bunch of things to test and try, how about you actually give those things a go. I can't diagnose the problem for you, just based on "its not turning on"

Currently thinking about building a new PC that will be used for gaming and as a workstation. My budget is about $800 (flexible) with no need for an OS or peripherals. Ideally the case needs to be relatively small and portable/easy to transport (I'm thinking mini atx). Tips for an editing/gaming build from my personal experience:
Get 16GB RAM, preferably on 8GB sticks so you can upgrade to 32GB someday
Get an SSD with a solid capacity so you can put Adobe Creative Suite and other programs on it.
I went with the GTX 960 because Adobe works better with Nvidia cards, and the 960 is the strongest Nvidia GPU I could find without having to raise the price or sacrifice quality of other parts.
I'd also suggest buying one of those UPS power strips, they have an emergency battery so you can safely save your work and shut down your PC in a sudden power outage.

I wouldn't really consider that an outrageously expensive build, or a massive improvement.
That's a significantly worse CPU with a non-overclockable motherboard, for 20$ less. With the only advantage being on the new platform, but without DDR4.

Eh, I already ordered the whole thing. On Monday it came out to $895, and I convinced my parents to pay for the CPU, GPU and RAM so it only cost myself $400. Plus the 4690k was actually cheaper than the regular 4690, and I figured I'd try overclocking someday.
