Budget max around £800 for those components, yeah overclock but only a small amount. I'm fairly new to builds, I used to have a friend help me with my old computers. No one to help at uni :(

The cooler and motherboard should allow for a moderate overclock, pretty standard parts for a quality entry level overclocking rig. PSU is a great quality one, should last you for years to come and can handle the increased load of overclocking the CPU and GPU.

I believe that will be just fine. I'm on an overclocked i5 2500k and an r9 390, which is a much more power-hungry system, and I am also on 650 W.

IMHO this is a pretty good template, but there's a decent number of considerations to be had given the current market.
First off, prices for the Intel Skylake-series chips are kind of fucked due to high demand and low supply-- the MSRP for that chip is $243.99. Its big brother, the 6700K, has a MSRP of $350 but is currently going for $420 and up.
That being said, if you can catch a deal they're pretty nice-- really good thermal results compared to the previous Haswell chips, full compatibility with shiny new DDR4 RAM, and most of the new Z170 motherboards are excellent.
Next up, if you aren't in need of a system [I]more or less extremely soon[/I] it might be wise to hold off on your GPU purchase-- both AMD and NVIDIA are slated to release new lineups in Q1/Q2 next year, complete with ENTIRELY new architectures utilizing new high-bandwith memory and a massive die shrink.
As far as current GPUs go, your choices for the tippy-top of the top-end are the GTX 980 TI and Radeon R9 Fury. This is honestly something of a controversial choice, at any one point in time I'm pretty sure there are more arguments (and saltier arguments) about the merits of the two chips than there are about the existence of any higher power, the next US presidential candidate, and whether or not the Beatles were actually better than Jesus.
Those things aside, IMHO that case/motherboard/RAM/storage/PSU/cooler option provides a pretty solid base to expand & overclock whatever you throw into it.
After wiggling the power cables on the mobo a little bit, the computer fans and lights all go on for a few seconds and then shut off, then start up again. this loops endlessly until I shut off the PSU. I think someone had a similar issue recently, what does it mean? Should I fiddle more with cables or is it a PSU thing?

Just looked closer and the mobo still isn't lighting up anywhere, it's just the hard drives and fans. The GPU fans are running so that's a good sign at least.

The Gskil is overclocked from a lower speed than 1600 so it has a lower CAS latency.
The Crucual is true 1600.
Since you are probably not overclocking your laptop any further, get the GSkil. Its very very very slightly better.

Yes, however in the future dx12 games might finally benefit from having more cores.
Nobody really knows how much yet and how soon. So an i5 is still the way to go for gaming.

Considering the last problem turning it on was caused by the PSU-to-mobo cable being loose, I'm just gonna make sure it's totally tight.

Ok so I've decided to go with an Intel i5-6600K because I couldn't justify spending £200 more on an 6700k.
So basically:
