Just RMA the motherboard. I wouldn't recommend a low end Gigabyte like that over a low end MSI. Granted for $6 more than that Gaming 3 you can get a Gaming 7 which is a fantastic motherboard.
Actually I'm in the middle of troubleshooting, and I found that the boot loop lasts much longer without any RAM installed, exactly 30 seconds as opposed to 2-5. Could it be some kind of RAM compatibility issue? I have no other DDR3 RAM to compare it to

Okay, I'm starting to think this is a RAM compatibility issue, and I'm going to borrow some DDR3 RAM from work tomorrow to see if it'll POST. Maybe from there I can determine if my RAM is somehow DOA or maybe it's just not compatible with the motherboard. If it's compatibility related I can just update drivers while the old RAM is installed, right?
How should I go about using Memtest properly? By that I mean should I run specific tests or all tests, and how many passes should I let it finish?
I'm already planning to switch out my RAM, I just want to know if the BSOD's I'm getting are caused by it or not, and if so I have to make it a priority to by the new sticks.

you should really just save up a hundred and fifty bucks or so and shoot for 750, makes a world of difference

You are not going to manage a top of the line overclocking i5 with a 600$ budget.

They are the fiscally minded sort, if I or anyone else couldn't get it running then it's a lot of (my, not their) money down the drain.
Also, whoever gave that build should have put in a disk reader. Can't use a USB one without motherboard drivers.

Neh, thats not really true, you can install Windows on an empty pc (no drivers). From an USB drive. The motherboard knows how to use the USB ports without any operating system or drivers at all.
The problem is that you deleted the for windows specifically. So the link between your usb ports and Windows was gone. You should still be able to use them outside of windows(BIOS) or in safemode(Windows loads all basic drivers regardless of what you did, in safemode). Or just do a clean install of windows.

What I did was told the BIOS to ignore USB ports, and even before then my USB disk drive wouldn't work until we installed the motherboard drivers. Unless it was because we forgot to set it to Windows 7 and not 8…

In the Bios? Well a 10 second Bios reset would have fixed that. Just unplug the computer from the mains open the case and remove the little flat battery on the motherboard. Then press the power button a few times and wait a few seconds, after which you place everything back.
Voila, your bios has been reset to the factory settings.
This is an extremely common procedure. And of no risk to any of your parts.

I tried the right slots, the wrong slots, one at a time - everything. The only time it's turned on for more than five seconds was without RAM at all

That's not true. Most usb devices can work without drivers. Especially usb disk readers. I installed windows this way when I built mine.

Or, you know, the CMOS clear switch, which I mentioned...
We did the CMOS clear, and had 3 USB-to-ps\2 things in the house already. My brother-in-law still made fun of me though. Regardless, we did have to end up using a SATA disk reader to get everything working.
So I was going to get an MSI Z97M-G43 4 PHASE 90W+CPU POWER DUAL CH motherboard from B&H, but it was apparently discontinued, so now I need something to replace that

Check the first page of this thread for builds, you will have to wait at least half a year for new stuff coming out. Usually this is not worth the wait.
However this year might see the biggest leap in graphics technology yet, so it might pay off to go easy on your GPU now and save some money to buy a great next gen one in 1-2 years.

A quick clarifying question: How do Blu-Ray drives work?
I'm thinking of getting one for my build (mostly so I can burn discs of the Despecialized Editions, but also to watch movies). Do they also read/write DVDs and CDs, like your average DVD-ROM drive, or are they their own isolated thing?
You can get blu-ray drives that read DVDs and CDs too, or you can get blu-ray drives that don't. Just depends what you're looking for.
Keep in mind, because of the horrific way Blu-Ray is licensed as a standard, you'll have to buy a program to play Blu-Ray unless you rip it, which is going to cost you $30-60 because Blu-Ray is an absolute joke of a consumer product. Dear God, BDA, what are you doing?
