I`m looking for buying a new rig. My old machine is barely holding together.
My budget is 500€.
I intend to use it for gaming. To play witcher 3 at least.
I already have a power supply (CHIEFTEC CFT-750-14CS), monitor and OS, but besides that nothing else.
And i was thinking of adding a SSD for faster boot up time.

Do you need the hyperthreading? If not, I'd recommend the 6600k over that one to save yourself a bit of cash.
About the OCing: Skylake seems a lot easier to OC reliably from chip to chip. Expect at least a stable 4.2 GHz OC with them. I've got mine running at 4.4 GHz stable with a hyper 212 EVO and it's great

Graphics card matters far more than dual core, and those ULV dual cores aren't the fastest but you aren't going to get much faster on that budget without sacrificing graphics
I game lightly on an ULV dual core Acer all the time anyway

With the idea that I'd be getting two Pascal GPU's instead of a 980TI when Pascal is released, getting a second HDD, and a second set of RAM.
Option 2: Get a Razer Blade Stealth 2K resolution with 256GB M.2 SSD ($1199.99 USD) and a Razer Core ($999.99 USD) with a Pascal GPU (I'd assume $700+ USD).
The reason I mention option 2 is because I want a replacement laptop that can function as a work station when I go to classes, but also something that'll run games decently (and I won't run games outside of my room where the Razer Core would be located).
Any opinions?

If I were in your shoes, it'd probably come down to matters of screen size; haven't got any experience with the Core to comment on it. (Nor would most people I imagine, it's bleeding-edge stuff.)
As far as the desktop build goes:
-- that cooler is discontinued & being sold above MSRP; the newer H100i GTX (rebranded as H100i V2 also) will provide better performance for $60 less.
-- if you're going to be replacing the 980 Ti in less than 6 months, I see no reason to get a higher-end model like the Hybrid. Evga's own Superclocked ACX 2.0+ is available for $100 less and will probably offer comparable OC'ing room at the expense of slightly higher temperatures.
-- your linked monitor & motherboard appear to be OOS at all the online retailers I checked. Micro Center has the monitor for instore pickup, though.
Instead of getting an H100i, get an H60. Mine's keeping an i7-4790k under 30C idle, 50C full-bore at 4.5Ghz. It's a fantastic cooler, and much cheaper.

Its really not worth the money over a high end air cooler unless you're constrained for space like you are though.

You say that, but my Hyper 212+ never kept a Sandy Bridge i5 this cool. That thing routinely hit 70C, with two fans and correctly-applied Arctic Silver. I think there's something to these all-in-one water coolers.
Besides, we should also consider that he wants to buy the exact same processor I'm using. If I'm able to keep these temps, and I can do it cheaper than the H100i, then why does he need to spend $40 more on a cooler that's going to knock off one or two degrees? Everyone recommends the H100i, but I'd say it's total overkill unless you're running a 5Ghz+ overclock.

A 212+ is not a high end air cooler. It's a budget cooler. Plus Sandy Bridge ran considerably hotter than Skylake.

And, for that matter, does he really need a high-end air cooler at all? An H100i is a difference of four degrees at all overclocks, on all the benchmarks I've been able to dig up. Is 4C worth $40? What kind of overclocks is he trying to do?

I guess this might be the best place to ask. What's the teeniest tiniest Bluetooth mouse I can get for my incoming 8" Windows tablet? Preferably something that can track on most surfaces reasonably well, but size is paramount above all else. Gotta be less than $30-40, I don't want it costing half as much as the computer itself.

The Microsoft Arch Touch Mouse springs to mind. It folds flat into something roughly half the thickness of a deck of cards, so it'd slip into a pocket or bag easily.

Not exactly. It is objectively better from a performance standpoint. 4.5ghz isn't exactly a high end OC and your processor =/= his processor. Temperatures can vary greatly between samples with the quality of the silicon and how the glue sits.
But to be fair my CPU/GPU cooling is a $500 setup.

I like the look of it a lot but I'd probably be playing old FPSs like Quake III and Elite Force quite a bit on this computer and those HATE touch scroll wheels. Also it's $70 for the bluetooth version which is a bit crazy go much.

Why 2 pascal GPU's? Unless its going to turn out that 2 GPU's is the shit for VR and you are into that, its really only bad news you can get from getting duel GPU's from the get go. (Stuttering, unsupported etc)
