IdI'd go i3 with a 960 due to better single core performance on the i3(most video games so not support 6 cores) and better power efficency. The 960 is just a bit better than the R9 280 unless you are running above 1080p in which case you should be getting a higher end card anyway as well as once again better power efficency. Finally keep in mind that you might find windows 7 for cheaper and still upgrades to 10.
Only one thing I disagree with you, a 1 x 8GB stick allows room for easy expansion in the future (prefer not to use more than 2 RAM slots) while sacrificing almost no performance. Would agree with the 960 > 280 and the i3 choice.

So i just finished picking parts (quickly) and now it's time to polish and look for better choices of components. Also, I wholly endorse the Fractal Design R5, it's a very easy case to build in with lovely cable management options and very quiet to boot. As for some of your other questions, G.skill is a reputable RAM manufacturer so there should be no issues there. I have no experience with water cooled builds but Noctua (NF-P14 I believe is the model) makes some pretty good silent 120/140 mm case fans, though note that they usually come in a hideous shade of brown if color coordination is something that matters to you. 600w should be more than enough to power your build. All in all solid build

Should I bother with the AMD 300 series? Looking at the reviews and such... it seems like the 380 is worse than a 970.

Kingstons are notorious for failing. Get powerline adapters or wired if you can otherwise that should be fine.
Also the 212 should come with enough termal paste, you don't need to spend 7 bucks on a whole thing.

What kind of antivirus do you guys use? I used to use AVG but it started to install software and toolbars and shit so fuck that.
Nothing. Windows 8, And Windows 10 have Windows Defender build in for Windows 7 you can download it, just use that if you need retard protection.
If you just use adblock and a modern browser you should be okay, if viruses sneak on to your computer somehow anyway, just download Malware Bytes, scan, quarantine, and you should be good

Mainly noticable on high resolutions. Its also projected to gain more from DX12 in the future, compared to the 970. However thats still mainly guessing. I had to make the same choice last month and went with the 970 due to my PSU being only 500W and pretty old to boot.

I'm actually gonna be getting a 4k monitor sometime around Dec.

Arctic silver has the tendency to melt.
