If you want a quiet PC, a high quality PSU that's silent under load, a massive air cooler with a big fan and a graphics card with a honking huge aftermarket cooler would generally be quiet enough for anything but the quietest rural environment at a fraction of the cost. AIO solutions don't tend to be too silent and a custom loop that would be quiet would require a fairly large radiator and a lot of time and money (which wouldn't matter as much on a $3000 build, but anything less and you're spending a lot of extra money for not too much benefit).
I want my new computer to last 6 or 7 years -- how dumb of an idea is it to go DDR3?

The 5820K or the 5960X.
The 5960X overclocks better and has 8 cores and 16 threads. The 5820k is less than half the price and has 6 cores and 12 threads, but overclocks a little less.
Don't buy the 5930k, it's an extra 60% cost over the the 5820k for 100Mhz.
The only benefit to the 5930k is 40 pci e lanes which would be needed for quad sli or quad crossfire configuration.
Bear in kind the singular cores of these chips are weaker than quad i7s, they're probably comparable to ivy bridge cores

There's like a 50% chance between it working fine or Windows refusing to boot and requiring a reinstall.

if you're swapping out motherboards, you need to reinstall windows.
however you can still keep the previous install on the disk itself for backup reasons, but it won't be used to boot.

There's a chance the Windows disk could fix the broken boot but if you are changing the motherboard you are pretty much required to reinstall.
There are drivers that are specific to the motherboard that you won't have for the new motherboard without reinstalling. Otherwise Windows will just blue screen on boot.

Would any kind soul be able to recommend me a build for around £650? The usage would be mostly gaming (Witcher/Dota etc.) and I will probably not end up overclocking. Having an OS in the build isn't a necessity as I should have a key laying around somewhere.
I have a monitor but decently priced keyboard and mouse suggestions would be much appreciated as I'm currently using a laptop (pushing the build up to £700 if necessary).

I'd double ram since some bigger games need more, get a Seagate Barracuda instead -- they're cheaper by a lot and only less reliable by a tiny margin. Try to get a 250 GB SSD if you can -- look in to the Samsung EVO series

I'm stretching it as is, I'll have to make due with 8GB for the time being. I'll toss in another 2x4 pair down the line if I need it. The equivalent Barracuda drive is $5 less here, which isn't huge, but I've got an external Seagate drive that's held up fine for the last few years so may as well.
I'm tempted to leave the SSD out all together for a month and get a 250GB drive. I'll think on it.

Sandisk SSD's are actually among the better onces. About half of their models are top tier.
i7-4770K or i5-4690K i do wanna oc, i also do video rendering/editing/recording but only very occasionally
