AMD APUs are really only worth getting if you're on a tighter than a bear's asshole budget and will be using the integrated graphics -- since the R9 380 is more than capable there's really no need

Good point on the 4460, but I still think getting an I5 will be better in the long run as the graphics card can be easily upgraded at a later date.
unless he's playing cpu-intensive games like arma 3 or planetside or something, I don't think cpu is a super important factor here, and an FX cpu will do the job just fine. unless he changes his mind and raises his budget a little higher, there's only so much to work with.
I took a quick look at his steam profile, it looks like he mainly plays tf2 / gmod. That's not to say that he doesn't own other games, but at least it's something to go off

Thanks a lot for the help. I will try to get the 670. Is there any general guide/benchmark comparison that I can get a feel for how different nvidia cards compare to each other? I honestly thought it was like a linear progression lol.

Depends on the game. There are games out there (mainly ones with high tessellation) that the 960 beats my 680 (at stock) with. Which is a 770.
